Inbreeding of Witches and Wizards

It has been brought out several times that wizard pureblood is fading out
and if it were not for marrying muggles, witches and wizards would soon be
finished.   

My question is, Are the wizard communities so closed/segregated that they
don't associated with other wizard communities throughout the world?  If not
 they sure are missing out on a chance of bringing in new blood and
strengthening the existing wizard blood.   Are they really that stupid or 
backward" to realize this?
