Apparently so, apparently in the end JKR decided a Weasley could not
do anything REALLY bad, but I believe that was a artistic mistake on
JKR's part; a delightfully evil, mustache twirling, Hannibal Lector
style villainous Weasley would have been far more fun. Instead we get
yet another Weasley who was led astray but basically had a hart of
gold, and a Weasley who was also dull as dishwater. It seemed to me
that in 6 books she had set things up perfectly to have a very very
interesting subplot in the last book, and then she just lost her
nerve. I would even go so far as say that the character of Percy is
the single biggest error in the entire Potter saga.
Don't get me wrong, I think most of the criticism I've read about JKR
around here are very unfair, and the Percy error hasn't prevented the
book series from being one of the best in the English language, but
nobody is perfect and I believe she made a mistake with the character
of Percy.
