Viktor comes from a region where the hard sounding vowels are used more, like K, V, T and J sounds. Hermonie would be a difficult name for him to pronounce. Remember, he also had a little trouble saying Harry also.
   
  I don't think that Viktor is stupid. I feel he is quite powerful in his right and knows about the dark arts but not much on defending against them.
