I don't see a lot of people arguing my own POV.  Maybe he simply 
doesn't feel attracted to Tonks.  He doesn't have to be:
   gay
   repressed
   paranoid
   noble
or have feelings of inadequacy...  maybe he just plain doesn't find her 
sexy!  Some of us are quite picky, even when our family and friends are 
driven to frustration by that pickiness!

And the sweetest guys always find it really hard to tell a friend that 
they don't find her attractive.  IMO Tonks should back off and take 
'No' for an answer.
