Yes. Harry will legally be an adult but Ginny will need permission
from her parents to marry so young; I think she will get it. Remember,
Molly Weasley said the last time Voldemort was powerful people were
getting married very young because they knew it's now or never, and
she couldn't wish for a better son in law than Harry.
