Actually, we don't have any idea what Snape was doing 
in the Hog's Head that night.  The Hog's Head, after 
all, has an interesting clientele and all kinds of 
questionable transactions are carried out there.  
Snape could have been buying restricted potion 
ingredients on the black market.  He could have 
been there to meet someone for some other reason.  
He could have just been hanging out, getting toasted.  
Naturally, if he was working for Voldemort and saw 
Dumbledore come in and go upstairs, he would have 
felt it worth his while to find out what was going 
on.  Two things I think we can rule out:  He was not 
there to pick up job interview tips and he was not 
there to hear the prophecy.
