Neville has no muggle grandparents or great-grandparents. Harry does.

So if Neville had one great-great- grandparent he would be considered 
a 'half-blood' ? Hmmm !

  Well, people are hardly going to take the time to say 1/16ths-blood or whatever.
   
  Besides, this line of thinking has happened in RL, ie Nazis requiring their citizens to be registered if their genealogy contained a single Jew.
