I think Draco had Crabbe/Goyle impersonate girls because little first  
year girls are cute. They aren't threatening. They don't look as if  
they're guarding, say, a magical chamber. Draco's a Slytherin. This  
is the sort of calculation and emotional manipulation his house is  
good at.

Besides, if Polyjuice could get you past a 'girls only' barrier,  
don't you think that dormitory staircase would be a bit obsolete?
