I don't get it. I want to get the joke...I just  don't. 
The exact conversation is:
V: "Their son -- he'd be about  Dudley's age now, wouldn't he?"
P: "I suppose so."
V: "What's his name  again? Howard, isn't it?"
P: "Harry. Nasty, common name, if you ask  me."
V: "Oh, yes, yes, I quite agree."

This is from page 7 of the US  Collector's Edition. I just don't get it.

I'm pretty sure I get it, and I'm not English. Petunia refers to the name  of 
Harry as being common and nasty yet one of the Royal Princes name is  Harry.
