happen? And why?

Why would either the Malfoy's or Voldemort allow Draco to be
bitten? Wouldn't that be harmful to everyone's interests? It
doesn't serve either the Malfoy's or Voldie to have the Malfoy
heir be a werewolf. It could've been an accident, but then it
seems like Fenir knows what he's doing and plans whom he bites.
