I'm not seeing this as being Neville.  To me this would be someone who
has never performed magic before?

Have any of the Hogwarts professors had spouses?
JKR: Good question - yes, a few of them, but that information is sort
of restricted - you'll find out why..

I think there are lots of these unanswered questions where we were
told we'd find out, and we didn't.  Unless, I missed them all.  But
then, if I didn't, what are the answers?  What are questions you found
in interviews which JKR didn't answer?
