I assume that what made the accidental Horcruxing of Harry possible 
is that LV already had Hxes in existence.

If anyone else committed murder and then died, presumably all soul 
pieces would go "beyond the veil" as a matter of course.  LV's soul 
bits, however, were anchored to earth, so the loose one - the one 
that wasn't "me" to Voldemort - seems to have sought the nearest warm 
body instead.

That's what I figure Herself meant, anyway.  I'm not saying you have 
to like it. ;)
