"Why isn't Harry raising Teddy?" has been brought up a few times. I 
think it's reasonable to infer that Teddy is being raised by his 
grandmother, Andromeda Tonks (Sirius' favorite cousin and Tonks' 
mother), who after all is his closest blood relation and, after losing 
her husband, daughter, and son-in-law in the Second War, probably 
would like somebody to be care for.

The why-is-Teddy-at-the-platform question has been discussed in the

The general consensus is that he was just there to say goodbye to Bill 
and Fleur's daughter, Victoire (who was probably in her 6th or 7th 
year).
