Yes, I too thought Fawkes would return, especially after Hedwig was
killed,(I wonder if Crookshanks died too) I figured JKR killed the owl
to make room for Fawkes, but now I see why it was foolish of me to
think so, because JKR flat out tells us Fawkes will not return. From
Half Blood Prince:

"The phoenix had gone, had left Hogwarts for good, just as Dumbledore
had left the school, had left the world
.. had left Harry"
