No progress for Slytherin?

In discussion about the underlying morality of the Potterverse and the continuation of the 
House system - and the problematic nature of both - I've seen the idea come up more than 
once that despite the anti Muggle-registration stance of the books, given what seems the 
inherent sketchness and evilness of Slytherins, it'd be easy to argue FOR a Slytherin-
registration system.

I ask you, is that not what the Housing system *does*? Isn't Slytherin House, itself, the kind 
of registration system theorized?
