Well, there's the motorcycle, same then as now. Or...

"How did you get here?" Harry asked, looking around for another boat.
"Flew," said Hagrid.

At this point, Harry does not know the word "Floo".

There could be another building on the island itself that he Floo'd 
into, or perhaps this is how he got to the vicinity and he didn't 
consider his means of getting to the island itself important.
