I have one theory, just based on what happened to Harry, not to mention a number of pupils who appear to not be in the ideal House for them: if the student has a choice, that weighs heavily on the Sorting Hat. Now, for example, I doubt that an M-born can get into Slytherin, no matter HOW much they want to be, but half-bloods certainly can. But that would explain why, for example, Harry is not in Slytherin, Neville is not in Hufflepuff, Cedric was not in Gryffindor, and Hermione is not in Ravenclaw.
