I always thought the Fat Lady made up the passwords. (Though I like
the idea Hermione suggested one for Neville - but she could have
suggested it to the Fat Lady).
Slytherin does not have a portrait at their entrance, though, so they
would have to have something else set up. Their entrance is in the
dungeon, and looks just like the wall of the corridor until the
password is spoken.
