I don't think that can be right.  IIRC, Hagrid was expelled when he was 13 years old.  That 
would have been because he was suspected of raising the monster that killed Moaning 
Myrtle.  

But, at the time that the Chamber of Secrets was opened (by Tom Riddle), Tom was a 
either fifteen or sixteen.  So, he would have been at least two years older than Hagrid.
