Let's remember the context: she was expecting Draco to be punished  
for nothing Harry had not done. She was not targeted by this curse,  
she was collateral damage when the spells ricocheted. Why should  
Draco be punished? Why shouldn't Harry. _I see no difference_ between  
their actions, at least with the context that was available to Snape,  
lacking clear knowledge of who provoked whom.

There's always another possible meaning.
