This is actually mentioned in Fantastic Beasts and where to find the, 
It says that Nessie (a kelpie) and the Yeti make Scotland respectively 
Tibet the most serious offenders against the Statute of Secrecy. It 
never says whether Scotland is worse than Tibet, but I took that as a 
hint that the statement is true.
