My best quess would be Barty Crouch Sr. who is the only one besides 
Bertha who knows that his son did not die in Azkaban. LV said in the 
quote you brought forward that Wormtail did not have to do it alone as 
his most faithful servant will have rejoined them by that time. We of 
course know by the end of the book that he meant Barty Jr with that.
