This is an interesting question. The inferi in the lake certainly seemed to
think it would've worked. None of them tried to do anything until they
thought the horcrux was crossing the lake (aka, Harry touched the water).
It may be relevant in future attempts to get his hands on a horcrux.
It may also explain how R.A.B. was able to get to the actual horcrux
unaided. (If he was alone)
I was wondering why they didn't apparate across the lake, but I suppose the
cave could've been enchanted like Hogwarts.
