Where in the Ministry battle do you see an opportunity to do this?
By my reading, the only Death Eater whom they could have
despoiled of his wand is Babyhead, but it wouldn't have
been safe to approach him (remember the toddler who
swelled the slug in GoF?) nor right to hurt a baby.
Other DE's are stunned or paralyzed during the fight, but
there's always some distraction that would keep our heroes
from going after the wands.
There's still the question of why JKR wrote the scenes this
way. She might have her reasons for not wanting to draw
our attention to the question of whether any of those present
could do curses without their wands.
