Dumbledore thought it was much more than a disciplinary hearing, more
than a judicial hearing even; this is what he had to say on the subject: 

"In the few short weeks since I was asked to leave the Wizengamot, it

with a simple matter of underage magic!"

A Full CRIMINAL Trial. Dumbledore certainly thought the matter was
serious and Harry thought the matter of Azkaban was a real
possibility; if they think it's that's serious I don't see why we
readers should think otherwise, and there is no reason Percy should
either. But of course Percy did know Harry could end up in Azkaban, he
just didn't care.

And as I pointed out before, if they only had in mind expelling Harry
then that first protest message from the Ministry makes no sense.
