Not evil. Unquestioning of authority. Learned a long time ago that if you just follow orders from authority, then everything will go OK, and you never have to actually THINK about anything.

Doublethink is possible if, and only if, you don't see the inherent contradictions in your thoughts. 

If Percy is told, "There's a water shortage. Go to all the toilets and flush them immediately!" he will do so. It takes thought to realize that flushing the toilets make water shortates worse.
