Hmmm, she certainly has the same contemptible attitude as Dumbledore 
toward Harry being abused, even participating in it herself to a minor 
extent (and no, the whole "the Dursleys would never have let you come" 
line, was, I think, reprehensible).  So yes, I could easily see her 
being the contemptible uncaring nitwit's sister.
