I'm going to quickly jump in here with a few ideas of my own,
if you don't mind.

I don't think that this is behind the Veil.  Although I can't
explain the curtains (other than, like others have mentioned,
GrandePre's artistic license), I think that this is a place
that Harry is taken to by a Portkey, much like in GoF.
However, this time, I think that Harry knows that the Portkey
is taking him to the Final Battle.

Also, I don't think that the "shadow people" are Death Eaters.
I think they are spirits of the people that Voldemort has
killed, similiar to the spirits that appeared during Priori
Incantatum in GoF.  Not that, in this instance, they have
appeared due to Priori Incantum, but I think it's in the same
vein. That's why they are just standing by and not helping
either party.
