This is something that has puzzled me as well. I have had two 
thoughts about this. The first is that the Order has an insider at 
the Ministry in the department where they monitor magical occurences 
in *restriced* areas and he/she prevented another alarm from going 
off. Second, that there is some sort of magic cloaking charm that 
the Order did to hide the fact that magic was being performed on 
Privit Drive.
