Everybody knows that we can't Apparate or Disapparate in Hogwarts. But... have you ever thought, why does the fairy-house such as Dobby Apparate or Disapparate in Hogwarts? What do you think about this?

JKR was asked that, and she said that the anti-apparation spells on Hogwarts are calibrated for HUMAN magic, not House-Elf magic. She doesn't use the term, but House-Elf magic seems to be on a different 'frequency' than Human magic; House-Elves don't need wands, for example.
