Petunia and Lily

Pam:

I've never been able to find the answer to this question but my pet
prediction is...They are TWINS.  Lily is the witch and Petunia a
muggle, Lily get her letter and Petunia is left home alone after 11
years and Petunia is bitter.

I can't figure out any other reason we don't know who is eldest. We
know almost everyone else age except Lily and Petunia.

Anyone else?
