But she does or at least she shows it. Everybody gets their first wand
when they turn eleven, and up to that time they're not capable of
controlled magic even if they get their hands on a wand earlier. Those
few prodigies who are the exceptions seem to be largely self-taught
anyway, since magical parents are strongly discouraged from allowing
their children to experiment.
