nowhere does it say that being a Prefect or equal is a pre-requisite
for Head boy/Girl-ship at Hogwarts.
Real-life example: At my school, the Head Girl and Prefects were
chosen by popular vote after their candidateship had been approved
by the staff and Headmistress. The only pre-requisite here was that
the potential candidates had to have reasonably good grades (so that
the added responsibility wouldn't get them to flunk out!), good
behavior, and had to be approved by the teachers and Headmistress.
The girl who became Head Girl in my year had transferred to the
school only a year before and certainly wasn't a Prefect or captain
of any of the school sports teams.
