Precisely. I suppose, from Dumbledore's unorthodox point of view, in 
order to raise Harry "as their own" they should have provided for him 
out of their own pockets. 
"Convenient, eh?"  

By the way, even after DH we are still in the dark about the terms of 
the bargain between Dumbledore and Petunia. I'd say he simply 
threatened to turn her into a newt if she refused, except that 
Dumbledore was never one for simple solutions.
