What money? I never got the idea that the Dursleys got any money for keeping
Harry. Harry was their family, like it or not and therefore, with his
godfather presumably a mass murderer, their responsibility whether or not
they received money for taking him in.  And that's not so strange, either.
Think of all the single parents and grandparents who are raising kids on
their own without help from anyone.
