We know he's not above creating laws around his own wishes, his house 
is full of stuff that he's supposed to be preventing, and he gets a 
pile of tickets for the QWC that are hard to come by by smoothing over 
an incident involving a friend. 

I've heard the word "corrupt" used to describe Arthur many times.
