Pippin:

We don't know what Dumbledore's original plan was, but we
know he wanted Snape to live, both to protect Hogwarts and
to pass the information about the soul fragment to Harry. 

It was by no means inevitable that Voldemort would decide
that the elder wand had to pass by murder. In fact,  he
should have known by the very fact that Dumbledore became 
master of the wand while Grindelwald was still alive that 
mastery of the wand did not have to pass by murder at all. 
But while Voldemort was capable of logic, in this case he 
gave into his murderous urges and didn't think of that.
