Sorry I'm so late in replying but my monitor bit the dust ( just as  well I'd 
been wanting a new one and this was the pefect excuse)
 
I forgot the most important reason why I believe that the Fidelius Charm  
wasn't placed until the group turned up from Malfoy Manor is Bill's comment that  
he and Arthur can't go into work any longer. We know that Arthur is still  
working for the Ministry (and based I would presume the Bill is still working  
for Gringotts)   As a Ministry Employee and known Muggle sympathizer (and  
suspected Order member) Arthur was being watched (I would bet that Bill was  as 
well).  IMO it would have looked very suspicious if Fidelius had been  placed on 
the Burrow and Shell cottage prior to that night.
