Not necessarily :-). Mummy forbade Lily to jump from the swings, but 
this is a very normal mother's reaction to her child doing something 
dangerous. Lily's parents didn't know yet it was magic, and their 
attitude could have changed after they found out the truth. 

I think when someone came from Hogwarts to talk to the parents of the 
Muggle-borns, they tried first to convince the parents it was a good 
idea to send their child to the wizarding school (and they also had 
to convince them the child *was* a wizard :-)), and only if the 
parents were too stubborn, they used magic on them - Confundus charm 
sounds about right :-).
