He does at the end of OoP to the Dursley's when Moody, Tonks, Remus
and Mr and Mrs Weasley are warning the Dursley's to treat Harry
correctly

I quote from Tonks (HBP Page 765)

"The point is , if we find out you,ve been horrible to Harry -
 - And make no mistake we'll here about it said Lupin pleasantly

I am sure that pleasantly was not quite meant that way JMHO
