In DH--but I don't remember where, or who says it--the comment is made 
that Muggleborns' magic is stolen.

So I'm taking the next step --that they stole it from some other child, 
hence an explanation for Sqibs. Sort of like Changlings. A Pureblood 
could be a Squib because some Muggleborn stole his magic.

And since we're still on this topic. I have the feeling that Deloris 
isn't so pure herself. Stealing a locket to make her Selwyn connection, 
for example.
