He hasn't actually *done* anything to Neville. He called him names and 
bullied him, yes. Do you think that if someone asked 
Dumbledore, "Headmaster, do you think that a teacher has a right to 
call a student "idiot boy"? Dumbledore would say "But assuredly he 
does. That's a fine old Hogwarts tradition".
