I don't think there are enough teachers at Hogwarts, either.
Each subject only has one teacher, and core subjects, like
transfiguration and charms are taught to people of all seven
years and all four houses. Even with some of them combined,
such as Slytherin and Griffindor having Potions together,
how are they able to fit all of those classes in the schedule
of one teacher?
