The absence of evidence is not the evidence of absence.
Theo may not have been shown hexing anyone but he was also not shown
rallying with Harry or denouncing the Dark Lord.
I would be more likely to buy an absence of Slytherins if some
Gryffindors thought the Dark Lord had the right idea. Maybe.
