I think Draco had the mark. If not during HBP, certainly over the
summer before DH. He's in meetings with the DEs and LV and serving like
a full DE.
The whole reason for Snape's promise to protect Harry after Lily's
death, was because DD knew LV was still in existance. Snape wouldn't
have had reason to promise if he didn't think so too.
He may have gotten comfortable. He may have started to develop
compassion. He may have started to see the real error of his ways. But
I don't think he ever thought "all is well."
