My impression was that Moody made the decision to accept the
supposedly improved version of the Relocate Harry Mission.  If
he was in charge then, yes, the plan became his responsibility,
moreso than Dumbledore, Snape, or Mundungus-- regardless
of their interference in the matter. IMO, of course.
