I would think that the reason the others didn't apparate was to
protect Harry.  Except for the Hagrid-Harry party, the only purpose
the others had in being out there flying around was to act as decoys
and distract Voldemort from the real Harry, who was not supposed to be
able to apparate without alerting the (Death-Eater controlled)
Ministry.  And when Mundungus does apparate, that does indeed tip off
the pursuing Death Eaters that he was not the real Harry.
