Magpie:
I think we don't know, and it's nobody Hermione knew. The fact that 
there's only seven registered seems to indicate more that Wizards don't 
like to register. None of the Marauders did and neither did Rita. So of 
the six we know, only one of them registered. It doesn't seem to be a 
gift so much as a hard process at which you have to work. It's not just 
a talent where you do it easily.

I think it might also indicate that it's not a very respected talent. 
That is, it's not a skill most Wizards want to put in the work to 
aquire. Maybe becoming an animal is considered sort of vulgar. We never 
hear any of the kids we know show an interest in it at all and it's not 
taught in school that we're told. Except for McGonagall everybody 
became an animagus seemingly for some practical reason. And even she is 
only really shown transforming to spy on somebody.
