I agree with your distinction. Luna was willing to die before
betraying her friends. (Although she would rather live and help them!)
But they were HER friends, not her father's. He didn't know them at
all, until they showed up at his door.
As to what the Weasley's would have done if they had been offered the
choice to betray Harry vs. the life of Ginny or one of their other
children, I don't think that they would have betrayed Harry, but it
would have torn them apart inside, and as soon as Harry realised what
was happening, he would have turned himself over to Lord V, rather than
watch the family of his friend/love suffer such a loss for his sake.
That is one reason why JKR couldn't let it happen.
