Hey,

Umbridge DID NOT purchase the locket from any pawnshop. She took
it from Mundungus when he was selling stuff stolen from Sirius's
home.

In DH, Mundungus says so to Harry: "I was selling in Diagon Alley
and she came up to me and asks if I've got a license for trading
in magical artifacts. Bleedin' snoop. She was gonna fine me, but
she took a fancy to the locket an' told me she'd take it and let
me off that time, and to fink myself lucky." (Scholastic edition,
p.222)

As per Umbridge relation to the Selwyins...I bet she'd give
anything to be a pure blood as the Malfoys are.
